The Idaho Building Capacity (IBC) project is a cornerstone of Idaho’s Statewide System of Support for schools and districts that are in NCLB Needs Improvement status. The project is designed and delivered in partnership with the State Department of Education. This project provides scaffolded support designed to assist Local Education Agencies (LEAs) in building their own internal leadership capacity to implement and sustain school and district improvement efforts.
A key component of this support is the utilization of retired, highly distinguished educators, Capacity Builders (CBs), who are trained by the state to assist school and district leaders as they facilitate the work of improvement in Idaho’s schools and districts. Capacity Builders are assigned to all participating schools and districts within the IBC network.
A rigorous school and district selection process has been developed, with a goal to select schools and districts that are most in need of support, serve a high proportion of at-risk students, and have limited local resources to meet those needs.
